Evaluate the needs of resubmission 2013-2014 (28/04/2017)

As explained during the last IPR meeting held in Copenhagen on 25th and 26th of April, the changes of local IDs of sampling points and / or of processes since 2013 have introduced incoherences in our databases. As a consequence, some of the data previously transmitted for 2013 and / or 2014 become unusable. In these cases, resubmission of E1a in line with your latest D is required to remediate the issue.

Below you will find two viewers which will help you in deciding whether resubmission is necessary for your country.

The first viewer shows the effect of changes of sampling point local IDs only.

The second viewer which includes local IDs changes of both sampling points and processes, provides an evaluation whether resubmission is required or not. This evaluation is based on several criteria:

Case 1: if the constellations reported match >= 90% of the latest D then ‘latest D matched’.

Case 2: if the constellations reported match < 90% of the latest D but the number of matching constellations >= number of matching constellations in base (latest) reporting year (2015) then ‘local IDs possibly modified (may cause excessive data) but latest D matched’ (i.e. there were probably more valid time series reported than in the latest year).

Case 3: if the constellations reported match < 90% of the latest D and the number of matching constellations is between 75% – 100% of number of matching constellations in base (latest) reporting year then ‘local IDs possibly modified (excessive data) but some of latest D matched, probably less time series delivered’.

Case 3.a: (…as above and) the number of matching constellations < 75% number of matching constellations in base (latest) reporting year but the number of matching constellations equals the number of SPOs reported in base (latest) reporting year (I discovered there were few cases like this and they look valid) then ‘local IDs possibly modified (excessive data) but some of latest D matched, probably less time series delivered’.

Case 4: ‘most probably resubmission required due to major local IDs modification’.
